Tiger poacher retracts consent for narco-test

BHOPAL: Hayrana s Dalbir Shrichand Bawaria a suspected middleman of an Indo-China tiger smuggling syndicate who was to undergo a narco test in connection with tiger poaching retracted his consent for the test minutes before he was to undergo the test in Gujarat. He gave a tough time to the state forest officials who took him to Gujarat for conducting the narco test after his consent. Babaria claimed the narco test would cause a long-term neurological impact on him. It took lot of efforts and counselling by the officials to make Babaria agree to take the test and the first round was held on Friday and will continue on Saturday according to officials. It took another few hours for the team to convince him to undergo the test previously applied on stamp paper scam kingpin Abdul Telgi (2004) Moninder Singh Pandher and Surendra Koli for Nithari killings (2007) 26/11 terrorist Ajmal Kasab (2008) Arushi s father Dr Rajesh Talwar mother Nupur in Arushi murder case (2008-2010) among others. Earlier another poaching suspect Mansingh underwent narco-analysis tests on July 30 2012 at the Forensic Science Laboratory (FSL) in Gujarat s Gandhinagar at the behest of MPSTF. He was taken to Gujarat only after he gave his consent but refused at the last minute prossibly after being brainwashed by some criminals in the jail that he would become mad after the test said an officer at the headquarters of the state forest department. Bawaria was earlier subjected to a lie detection test which he failed. His consent was necessary for the test following a 2010 ruling of the Supreme Court which said that the use of narco-analysis brain-mapping and polygraph tests on accused suspects and witnesses without their consent was unconstitutional and violation of the right to privacy. The bench made it clear that even when the subject had given consent to undergo any of these tests the test results by themselves could not be admitted as evidence because the subject does not exercise conscious control over the responses during the administration of the test. Only if any information or material is discovered subsequent to the tests then it can be admitted as evidence. This is the first attempt by Madhya Pradesh forest department in a wildlife poaching case. MPSTF (wildlife) wants to extract information about poaching of Madhya Pradesh tigers and their smuggling to foreign countries from him. He was taken to Gujarat after getting his consent. Officials have given a set of 30 questions to the forensic experts who conducted the test in the first round on Friday. Tests would continue on Saturday. Main focus is to crack the mystery surrounding the killing of T13 tigress of Pench and other tiger poachings in MP. The disappearance of T13 in February 2012 triggered outrage across the country. Its hide was confiscated by Nepal Police in Nuwakot district a year later along with four other tiger hides and seven sacks full of tiger bones. Bawaria was arrested in February this year after his name was revealed by another poacher named Chika who belongs to a traditional hunting tribe settled in Bihalari village of Katni district. Chika was arrested along with gang member Mamru on June 6 2013 when they fell for a tiger-hide sting by Nagpur s crime branch and MP forest officials near Mansar. During interrogation in Nagpur the alleged poachers confessed to trafficking 20 tiger hides from the Pench-Kanha corridor and Vidarbha region. Bawaria is currently lodged in Seoni jail. Bawaria was first arrested by WCCB on November 21 2013 from his native place Samlakha in Panipat district of Haryana. He is being probed by CBI in a tiger skins seizure at Nagpur railway station in 2009.

Gujarat Assembly Elections 2017: Jetpur(ST) votes on December 9, know all about this constituency

By Amulya Ganguli Normally the Bharatiya Janata Party (BJP) shouldn t have any worries approximately the election consequences in Gujarat. It is Narendra Modi s home country and the birthday party has been in power there for more than two many years. Prima facie it must be cakewalk for the BJP no longer least because its principle opponent the Congress has been down within the dumps most of these years. Nor is there any signal of a revival of its moribund agency. Yet the BJP doesn t appear to be relaxed. For one its star -- and indeed simplest effective -- campaigner the Prime Minister has truely parked himself in Gujarat addressing a massive variety of conferences all over the state. As is apparent it is uncommon for a Prime Minister to spend so much time in a single state https://www.discogs.com/user/selfiesticks earlier than an election particularly when the opponent is supposed to be weak. If he has nonetheless carried out so it way that he's unsure approximately the final results. For some other the identical experience of insecurity can be discerned inside the growing bitterness of his grievance of his primary challenger Rahul Gandhi evaluating him with Aurangzeb even as relating to the tradition of dynastic succession within the Congress even as some others have long past a step similarly to liken him to Babar the BJP s bete noire from the time of the Ramjanmabhoomi agitation and Allauddin Khilji the birthday party s present day pet hate. Since linking someone with Mughals/Muslims constitutes the worst shape of abuse inside the Hindutva lexicon it appears that for a few motive the could-be Congress president has were given beneath the BJP s pores and skin. The reason behind this vituperative outburst might be that Rahul is all of sudden becoming the first flesh presser to pose a extreme challenge to the BJP in its putative bailiwick. Over the last many years the BJP has had so much of an easy run in Gujarat and has reputedly emerge as so used to general dominance that the slightest sign of resistance tends to unnerve the celebration. And that too from someone whom the party -- and its myriad trolls in the social media -- have lengthy been deriding as Pappu signifying a young person who became predicted to fall on his face now not earlier than lengthy. But now that Rahul is proving to be a exclusive character altogether who can supply as correct as he gets the BJP is at a loss about a way to reply. Not unexpectedly consequently it's miles flashing its vintage trump card communalism to enhance its very own morale and rally its supporters. Hence the posters approximately the battle being among RAM -- (Vijay) Rupani Amit Shah and Modi -- and HAJ -- Hardik Patel Alpesh Thakor and Jignesh Mewani. Rupani as is known is Gujarat s truly unprepossessing Chief Minister. The communal undertone of the message is as clear as the distinction which a Union minister as soon as made approximately the continued tussle in the usa being among Ramzade or the kids of the Hindu god Ram and Haramzade or youngsters born out of wedlock. As earlier than in concentrated on the Congress Modi has delved into history to task the birthday party as one which has been continually anti-Gujarat as its failure to make Vallabhbhai Patel and Morarji Desai top ministers confirmed. Modi has gone even further returned in time to recollect Jawaharlal Nehru s unwillingness to permit any official function in a mundane nation in the upkeep of the Somnath temple to depict the primary Prime Minister as anti-Hindu. There have been a few missteps on the Congress s component as nicely with the well-known attorney Kapil Sibal urging the Supreme Court to delay the judgement at the Ayodhya case till after the next widespread election and previous MP Mani Shankar Aiyar the usage of the word neech or low-born to explain Modi. Aiyar has on the grounds that been suspended from the celebration but the promptness with which Modi used these bungles to urge the citizens to provide the Congress a befitting reply in the poll packing containers suggests how a lot care has to be taken through the BJP s fighters to pick their phrases. Aiyar had also exceeded Modi the Aurangzeb jibe by way of reminding all and sundry that there has been no democracy while the Mughal dynastic successions happened. Arguably the BJP hasn t helped itself through prematurely boasting approximately triumphing 150-plus seats inside the 182-member legislature. Now its fear apparently is that it is going to be a big blow to its hubris and status if the celebration s very last tally of seats falls short of the projected determine. In that case even its victory will lose a number of its lustre. What is extra it is in all likelihood to be widely regarded because the first indication that Modi s magic isn't always as pervasive because the BJP appears to think. If the birthday celebration suffers even a mild setback in a state which it presumed become in its pocket then the end result will ship an unsettling message to subsequent 12 months s assembly elections within the 3 BJP-ruled states of Rajasthan Madhya Pradesh and Chhattisgarh where the anti-incumbency factor may additionally undermine its potentialities. By the equal token an increase in the Congress s tally of seats and vote casting percentage may have come on the right time for Rahul who will be the brand new celebration president while the results are out. Over the final two a long time the BJP has had a lot of an clean run in Gujarat and has reputedly become so used to total dominance that the slightest signal of resistance tends to unnerve the celebration. And that too from someone whom the party -- and its myriad trolls in the social media -- have long been deriding as Pappu signifying a teen who turned into anticipated to fall on his face not before lengthy. But now that Rahul is proving to be a exclusive character altogether who can deliver as properly as he receives the BJP is at a loss approximately the way to reply. Not abruptly therefore it's far flashing its old trump card communalism to boost its own morale and rally its supporters. Hence the posters about the struggle being between RAM -- (Vijay) Rupani Amit Shah and Modi -- and HAJ -- Hardik Patel Alpesh Thakor and Jignesh Mewani. Rupani as is known is Gujarat s fairly unprepossessing Chief Minister. The communal undertone of the message is as clean as the distinction which a Union minister as soon as made about the continuing tussle inside the united states being between Ramzade or the kids of the Hindu god Ram and Haramzade or children born out of wedlock. As earlier than in concentrated on the Congress Modi has delved into records to task the birthday celebration as one that has been consistently anti-Gujarat as its failure to make Vallabhbhai Patel and Morarji Desai top ministers showed. Modi has long past even similarly again in time to keep in mind Jawaharlal Nehru s unwillingness to allow any respectable role in a mundane state in the maintenance of the Somnath temple to depict the first Prime Minister as anti-Hindu. There were some missteps at the Congress s part as properly with the famous attorney Kapil Sibal urging the Supreme Court to postpone the judgement on the Ayodhya case till after the following preferred election and former MP Mani Shankar Aiyar the use of the phrase neech or low-born to describe Modi. Aiyar has on account that been suspended from the birthday party but the promptness with which Modi used those bungles to induce the electorate to give the Congress a befitting reply in the poll packing containers suggests how a good deal care has to be taken with the aid of the BJP s fighters to pick out their words. Aiyar had also passed Modi the Aurangzeb jibe via reminding everyone that there has been no democracy whilst the Mughal dynastic successions happened. Arguably the BJP hasn t helped itself with the aid of upfront boasting approximately prevailing 150-plus seats inside the 182-member legislature. Now its worry apparently is that it will be a widespread blow to its hubris and status if the birthday party s very last tally of seats falls short of the projected parent. In that case even its victory will lose some of its lustre. What is greater it is likely to be extensively seemed as the first indication that Modi s magic isn't always as pervasive as the BJP seems to think. If the birthday celebration suffers even a moderate setback in a state which it presumed changed into in its pocket then the end result will ship an unsettling message to subsequent year s meeting elections inside the three BJP-ruled states of Rajasthan Madhya Pradesh and Chhattisgarh wherein the anti-incumbency component may additionally undermine its possibilities. By the same token an increase in the Congress s tally of seats and balloting percentage can have come on the right time for Rahul who might be the brand new party president whilst the effects are out. (Amulya Ganguli is a political analyst. The views expressed are non-public. Patel a Rajya Sabha MP and an aide of Congress President Sonia Gandhi stated he and his celebration had nothing to do with the posters and blamed the Bharatiya Janata Party for polarising the elections. The moot issue is that the BJP is making an attempt very very hard to divert the narrative from its overall performance of closing 22 years to a divisive schedule Patel stated on Twitter. Hence their reliance on lies and propaganda. But the human beings of Gujarat have made up their thoughts this time. In a sequence of tweets Patel blamed the BJP for putting up fake posters that he said confirmed the utter desperation of the birthday celebration. Licence of Max Hospital, Shalimar Bagh, cancelled

An investigation by the deputy director general of the Competition Commission of India has concluded that Max Super Speciality Hospital Patparganj has been making 275% to 525% profit on sale of disposable syringes by abusing its dominant position to force inpatients to buy such products from its own pharmacy. The report also detailed how the extracting of such huge profits margins from inpatients was prevalent across all 14 hospitals of the Max group. The report in fact indicates that the practice of corporate hospitals making huge margins from inpatients is widely prevalent. CCI was looking into a complaint filed by a patient s attendant Vijay Sharma. Sharma said he had bought a disposable syringe made by Becton Dickson India Ltd (BD) at a maximum retail price (MRP) of Rs 19.50 when it was available for Rs 11.50 in the open market. In January 2016 CCI found the hospital and BD Ltd prima facie guilty of colluding to sell syringes from the hospital s pharmacy at double the open market price and asked its deputy director general to investigate the issue within 60 days. Almost two years later the investigation report prepared by CCI deputy director general Rakesh Vashishth lays bare the standard practice of manufacturers selling devices to hospitals at a fraction of the printed MRP at which hospitals sell to the patients raking in super-normal profits . BD Ltd s submissions during the investigation admitted that this was standard industry practice followed by all manufacturing companies in India . The hospital too stated that the sale of syringes at MRP is consistent with market practice followed by other hospitals generally . With both stating that they merely followed standard business practices what emerges is that inpatients at private hospitals in India are being forced to pay up to five times the actual cost of medical devices or disposables like syringes pushing up their bills enormously. In the private healthcare market consumables and medicines constitute typically 40-50% of an inpatient s bill. A senior Max group executive explained in the course of the investigation that medicines and devices were sold at MRP and that no discounts were given to patients by its pharmacy. The report noted that instead of charging a reasonable margin on the actual price at which the hospital procured the syringes Max group was charging at MRP. The hospital was acting as a trader whereby it purchased blister pack syringes from the market and sold it to inpatients at unfair and excessive profits noted the report. BD submitted that the difference between the two syringes bought by Sharma was in the packing the one bought from the hospital was in blister packing which costs more while that bought from the open market was in flow wrap. It further submitted that it sold syringes at different discounts to hospitals depending on their size volume purchased and as a strategy to bag a contract. Max Hospital being a chain could buy larger volumes and a range of other products and hence got a cheaper price than many others explained BD. According to the report similar or identical products were available in the open market at discounted rates but since the hospital insisted on inpatients procuring from its own pharmacy it was a clear instance of abuse of the dominant position and spatial monopoly enjoyed by the hospital in earning supernormal profits . The investigation also fixed individual responsibility within Max Hospital. NEW DELH: Four people from the medical staff doctors and nurses of Max Hospital at Shalimar Bagh were questioned on Monday. They were part of the team that was allegedly associated with Thursday s incident in which a baby who was declared dead was later found to be alive. A team led by the DCP additional DCPs and three ACPs from the northwest district has prepared a two-page questionnaire for the medical staff. DCP (northwest) Aslam Khan said that the questioning would continue on Tuesday. Police officers said the focus of the questioning was to find out the specific duties of each member of the medical team at the time of the incident seek justification for three expensive injections and a Rs 50-lakh bill that was quoted to the family. The police are trying to recreate the chain of events when the twins were declared dead and handed over to the family in a yellow plastic bag. They will also separately question the doctor who had last checked the babies and declared them dead. Investigating officers are also expert opinion on the need for the three injections which the baby s father Ashish had alleged cost Rs 35 000 and were meant to increase chances of the twin s survival. Cops are also probing Ashish s allegation that the hospital had asked them to pay Rs 50 lakh for keeping the baby in its nursery. He had claimed this baby was also declared dead while the family was discussing whether to keep the child in the nursery. The other baby was stillborn. Senior police sources said that if the allegations were found to be true the hospital might be charged for extortion. Max Hospital authorities said they were cooperating with the police. Breaking News When the twins were brought to the burial ground the parents just before performing the last rites realised that one of them showed movements inside the bag. New Delhi Dec 2 (ANI): Negating possibility of a criminal negligence on Delhi s Max Hospital s part the national president of the Indian Medical Association (IMA) Dr KK Aggarwal said no doctor would willfully declare a baby dead adding the concerned doctor might have made a mistake. There is definitely a mistake. The difference between a mistake and negligence is deliberate action. I don t think any doctor will do it willfully. But let the inquiry committee find out Aggarwal said. He considered the possibility of a mistake by the doctor as was made by Delhi s Safdurjung Hospital in June where the doctor had mistakenly declared a baby dead after its heartbeat stops amidst hypothermia. Aggarwal has asked the chairman of the IMA Grievance Cell and former Delhi Medical Council (DMC) president Dr AK Aggarwal to look into the matter and also informed the DMC had announced a suo motu inquiry into the case. We have asked the inquiry committee to check if the doctor was competent if the baby was really premature and what his weight was. Was the baby in hypothermia and did he have a cardiac arrest? Was the counselling given to the relatives and what were his chances of revival? Was the World Health Organisation (WHO) guidelines followed and did the relations sign for the resuscitation? the IMA head said. He also asked the committee to check if there was a dispute over money between the family and the hospital and if the case was referred to a government hospital after the family couldn t afford the expense. Issuing an advisory Aggarwal has asked all hospitals across the country to not declare a person dead if its body temperature is low since the patient can be revived even after an hour. The Shalimar Bagh Max Hospital on Friday handed over the twins thinking both to be dead to the family in plastic bags. When the twins were brought to the burial ground the parents just before performing the last rites realised that one of them showed movements inside the bag. They immediately rushed to a nearby hospital where the doctors informed one of them to be alive. (ANI)

The Bharatiya Janata Party has promised to double farmers income and improve on the 10% growth Gujarat recorded during its administration in manifesto released in the state capital with less than 24 hours left for polling to 89 seats in the first phase. VARANASI: After questions on GST in Kautilya s Arthshastra and Manu on globalisation students of Banaras Hindu University (BHU) were asked to write about Bharatiya Janata Party (BJP) in the examination of MA political science semester-I on December 5. The paper Indian Political System: Theoretical and Structural Aspects carried a question of 15 marks asking students to write an essay on Bharatiya Janata Party . A question on Aam Adami Party (AAP) too found place in the paper but carried only two marks. What is AAP? was the question to be described in 50 words. Prof. Kowshal Kishor Mishra who set the paper defended the questions. There is nothing wrong to ask about BJP as all political parties both national and regional are in the curriculum. Every year students are asked to write about specific political parties. In last year s question paper students were asked to write on Samajwadi Party (SP) he told TOI on Friday. Question on BJP raises eyebrows Besides political parties we also teach students about various pressure groups and other components of political system he added. The question on BJP raised many eyebrows on the campus. It is true that the political parties are part of our syllabus but asking about BJP at this point when Gujarat is going to poll exposes the mindset of the question setter said a student on condition of anonymity. Another student said allotting only two marks for the question What do you understand by secularism? is an attempt to propagate the ideology of a particular political party in BHU. However some students saw nothing objectionable in such questions. What is harm in asking about BJP when it is the part of syllabus asked political science student Rahul Srivastava. Mishra had earlier perplexed the students by asking to choose between writing an essay on the nature of GST in Kautilya s Arthashastra and Manu is the first Indian thinker of globalisation. Discuss in question paper of Social and Political Thought on December 4.
